In this stage, participants are screened based on administrative requirements for various pathways, such as the Regular Path, Regional Affirmation Path, and Talent Path. Participants must ensure they meet the requirements for PKN STAN registration, such as scores, age, and registration for the Computer-Based Written Test- National Selection Based on Test (UTBK-SNBT).
If participants pass the administrative selection, they will proceed to the next stage. Participants who do not meet the requirements in this stage will be disqualified and will not continue to the next stages.
The Basic Competency Test (SKD) is attended by participants who pass the administrative selection and have completed payment. SKD is conducted using the Computer Assisted Test (CAT) system from the State Civil Service Agency (BKN).

Participants are declared to have passed the SKD if they meet the specified passing scores in accordance with the regulations of the Ministry of State Apparatus Empowerment and Bureaucratic Reform.
